Prefer someone with experience with expatriot codes for California (for individuals who mostly travel to work outside of the USA)...A solid professional that I can trust to help me without running the bill up in my absence (while I travel).

I do not know anyone in Modesto but you should interview them as to their experience with this issue before you begin. Very few have done these type of returns nor are they willing to take the time to learn the rules on their dime.
